AtomGit平台（以下简称“本平台”）是由开放原子开源基金会（以下简称“我们”或“原运营主体”）进行开发、运营和管理的代码托管平台。开放原子开源基金会是在民政部注册的、致力于开源产业公益事业的非营利性独立法人机构。为了进一步提升您的用户体验，本平台进行重大升级，AtomGit的运营主体将由【开放原子开源基金会】（住所：北京市北京经济技术开发区科谷一街8号院8号楼22层2201 ）变更为北京创新开源科技有限公司（以下简称“新运营主体”，住所：北京市海淀区中关村东路18号1号楼12层A-1510。本平台ICP备案主体信息的变更登记已于2025年10月17日审核通过。

本平台为您提供注册、登录、代码托管和开源协同服务。为更好地让您了解本平台是如何处理（收集、存储、使用、加工、提供、传输、公开、删除等）和保护您的个人信息，以及如何实现您对您个人信息的管理，我们根据《中华人民共和国个人信息保护法》以及相关法律法规、国家标准制定《AtomGit平台隐私政策》（以下简称“本隐私政策”）。

您在正式注册并使用本平台之前，请务必详细阅读本隐私政策。本隐私政策中，我们会通过加粗的方式提请您注意对您个人信息权益有重大影响以及我们涉及处理的个人信息种类，对于敏感个人信息的处理我们会用加粗及下划线的方式提请您注意，对此您应该重点阅读。原运营主体收集和使用的与您相关的个人信息（包括但不限于账号信息、身份信息、联系方式、贡献记录等）将转移至新运营主体。本平台运营主体变更后，本隐私政策项下原运营主体的权利义务将全部转移至新运营主体，新运营主体将继承本隐私政策、继续按照法律法规要求及本隐私政策的要求处理您的个人信息，并采取严格的安全保护措施。此次变更不会影响您继续正常使用AtomGit的主要服务，不会对您的个人信息保护的现有权益造成明显减损。如您对本隐私政策的内容有任何疑问，请务必在您注册并使用本平台前通过本隐私政策下方“十、联系我们”所示联系方式联系我们，我们将针对您的问题进行解答。

本隐私政策仅适用于位于中华人民共和国境内使用本平台的自然人用户和代表企业用户操作的个人用户。 本隐私政策仅适用于由AtomGit平台为您提供的服务，不涉及我们其他平台提供的服务，也不涉及任何第三方提供的服务。出于本平台服务功能发展的需要，以及相应的法律法规的要求，我们可能会不定期修改本隐私政策。未经您明确同意或无法律法规明确要求，我们不会对本隐私政策进行对您现有权益造成明显减损的修改。一旦修改隐私政策，我们将通过弹窗、公告或站内信等方式向您告知，如您不同意修改后的隐私政策，请您立即停止使用本平台服务。如您继续使用本平台服务，则视为您同意修改后的隐私政策。

一、定义

个人信息：是以电子或者其他方式记录的与已识别或者可识别的自然人有关的各种信息，不包括匿名化处理后的信息。
敏感个人信息：是一旦泄露或者非法使用，容易导致自然人的人格尊严受到侵害或者人身、财产安全受到危害的个人信息，包括生物识别、宗教信仰、特定身份、医疗健康、金融账户、行踪轨迹信息，以及不满十四周岁未成年人的个人信息。
个人信息处理：包括个人信息的收集、存储、使用、加工、传输、提供、公开、删除等。

本隐私政策中未提及的其他概念的定义，与中华人民共和国相关法律法规的中的定义保持一致。

二、我们如何收集、使用您的个人信息

（一）账号注册功能

为实现本平台的注册功能，我们可能需要您提供手机号码、电子邮箱地址、用户名信息，为保证账号安全，您可能还需要根据相关要求设置账号密码。我们通过上述信息为您开设本平台的账号，以进一步实现您在本平台上使用需登录账号实现的功能。您了解，您拥有账号是使用本平台需登录账号实现功能基础。前述信息属于必要个人信息，如您无法提供上述信息，您将无法完成本平台账号注册。前述信息仅会在您首次注册账号时，或您主动更新手机号、电子邮箱地址和用户名时进行收集。

（二）第三方账号登录功能

除了在本平台进行账号注册外，当您通过第三方平台账号登录本平台时，您需要授权我们收集第三方平台账号的昵称、头像、用户名、手机号码和电子邮箱地址信息。您理解，基于平台实名制提供信息服务要求，前述信息属于实现使用第三方平台账号登录本平台的必要个人信息，如您无法提供上述信息，您将无法实现第三方平台账号登录。前述信息仅在您首次使用第三方平台账号登录时收集。

（三）编辑个人资料

本平台提供个人资料编辑功能，您可以通过编辑功能丰富和完善您的个人资料。为此，我们将会收集您提供的用户昵称、头像、电子邮箱地址、Github账号、个人网站或博客、公司、所在地、个人简介信息等。以上信息会在您每次编辑个人资料时收集。您了解，以上个人信息由您自愿提供，如您无法提供上述信息，不会影响您使用本平台除个人资料编辑及展示以外的其他功能。请注意，根据您的权限设置，您的个人资料信息可能对本平台的其他用户显示。

（四）SSH公钥创建

SSH公钥用于在您的电脑和本平台间建立更为安全的链接方式，本平台可以为此生成SSH公钥。SSH公钥及其名称由您主动设置生成。以上个人信息由您自愿提供，如您无法提供上述信息，不会影响您使用本平台除SSH公钥创建功能以外的其他功能。

（五）签署CLA

原运营主体曾为您提供签署开发者原创声明（Developer Certificate of Origin，以下简称“DCO”）功能，但您知悉新运营主体可能不再提供此功能。如果新运营主体不再提供此功能，则不再涉及其在您通过本平台向开源项目中提交贡献时因触发DCO签署验证而收集您的姓名、电子邮箱地址信息。但新运营主体仍然提供以下签署贡献者许可协议功能，因此不会影响您继续向开源项目中提交贡献。

贡献者许可协议（Contributor License Agreement，以下简称“CLA”）是开发者在向开源项目提交贡献时该开源项目运营方可能要求其签署的协议，用以确认该开发者提交的贡献为其原创作品或其有权提交的作品，并获得该开发者就该贡献的知识产权（通常包括著作权及专利权，但不包括商标权）授权，以便该开源项目及其后续接收方能够复制、修改和再分发该开源项目。如果您通过本平台向开源项目中提交贡献时会触发CLA签署验证，此时我们将会收集您的姓名、电子邮箱地址，以完成CLA的签署。如果您不提供上述信息，将无法完成CLA的签署，可能无法向相应开源项目提交贡献。

（六）其他可能收集和使用您个人信息的情形

1. 依法/依授权从第三方获取信息

在法律允许的情况下，基于您的授权，为了向您提供更优化的服务，满足您的个性化需求，我们可能会从我们的关联公司或合作伙伴处接收您的个人信息或其他信息。此外，我们也会收集到第三方使用我们的产品或服务时所提供有关您的共享个人信息。

在以上场景中可能涉及收集您的敏感个人信息，包括您的身份证件、详细地址、支付信息（银行账号、银行流水号），收集此类信息的目的包括满足相关法律法规的要求进行网络实名认证、核验您的用户身份，以及为履行与您签订的合同之必需，如向您提供咨询或技术支持、开具账单、寄送商品等。

发送推广内容的服务

本平台可能会通过短信或电话的方式不定时地向您提供发送邀请或产品服务体验推广内容，届时我们将会通过使用您注册时提供的手机号码完成上述服务。如果您不愿意接受本项服务，您可以通过本隐私政策“八、（四）撤回同意”所示方式进行退订。您退订后，我们将不再向您提供本项服务。

不含身份识别信息的数据统计分析

我们可能以个人信息统计数据为基础，设计、开发、推广全新的产品及服务；我们会对我们的服务使用情况进行统计，并可能会与公众或第三方分享这些统计信息，但这些统计信息不包含您的任何身份识别信息。我们不会将前述统计信息与您的个人账号信息或身份信息相关联，也不会用作除统计分析和改善网站服务效果等本隐私政策披露范围之外的其他用途。

（七）无需征得您同意的例外情形

根据法律规定，在以下情况下，我们处理您的个人信息无需取得您的同意：

1.为订立、履行您作为一方当事人的合同所必需；2.为履行本平台之法定义务所必需；

3.为应对突发公共卫生事件，或者紧急情况下为保护自然人的生命健康和财产安全所必需；

4.为公共利益实施新闻报道、舆论监督等行为，在合理的范围内处理个人信息；

5.依照法律规定在合理的范围内处理您已经自行公开或者其他已经合法公开的个人信息；

6.法律、行政法规规定的其他情形。

三、我们如何使用Cookie及同类技术

（一）什么是Cookie及同类技术

Cookie 是您登录网站或浏览网络内容时，网站服务器存放在您的电脑、移动电话或其他智能终端设备内的小型文件，通常包含标识符、站点名称以及一些号码和字符。我们可能使用Cookie以提升您访问本平台时的用户体验和服务友好度，主要是用于统计和分析基于您的网站访问和使用习惯等，记录您的偏好和设置，从而作为我们改进产品和提升服务的相关依据。除Cookie外，类似于网站信标或者像素标签等同类技术也可通过埋点上报的方式，实现类似效果。

（二）我们如何使用Cookie及同类技术

当您使用本平台时，我们可能通过Cookie或同类技术收集您的用户名、头像、设备型号、操作系统、设备标识符、登录IP地址信息，缓存您的浏览信息（包括搜索记录）、点击信息。我们不会将通过Cookie及同类技术收集的前述信息与您的个人账号信息或身份信息相关联，也不会用作除统计分析和改善网站服务效果等本隐私政策披露范围之外的其他用途。我们使用Cookie及同类技术的目的是通过了解您在使用本平台的行为以推断用户群体的兴趣领域，基于此不断优化本平台的用户友好程度，方便用户快速查看搜索记录历史，并根据您的需要对本平台相关功能或服务及时做出调整。

（三）如何管理Cookie及同类技术

大多数设备浏览器通常允许您选择仅禁用第三方Cookie或禁用所有Cookie。您可以通过更改设备的浏览器设置，启用或者关闭浏览器对于本平台的Cookie及同类技术的，但这有可能影响您对本平台的使用体验，例如我们可能无法了解您对本平台的使用而额外产生需重复设置的操作。有关详细信息，请您参阅设备终端浏览器中的帮助菜单或设备随附的文档。

四、个人信息的委托处理、共享、转让与公开披露

（一）委托处理

为保证本平台的各项功能正常和稳定提供，我们可能会引入技术服务提供商共同向您提供服务。这些技术服务商可能基于实现业务目的确需，受托处理您的数据。具体而言：

1.基于本平台运营所需，我们会委托一家或多家云服务技术提供商提供数据存储服务。数据存储服务提供商仅会在接受本平台委托的范围内，并且在遵循本平台的指示下向您提供数据存储服务。我们会通过与受托数据处理服务商签署严格的数据处理协议或保密协议，要求他们按照我们的说明、本隐私政策以及其他任何相关的保密和安全措施来处理个人信息，确保他们不会主动获取或者访问您在使用本平台时产生的个人信息和其他任何数据。

2.为了满足本平台的互联网信息内容安全和账号信息安全管理的法定要求，本平台可能会委托一家信息内容审核技术服务提供商，协助我们履行平台内容治理的法定义务。我们会与受托内容审核技术服务提供商签署严格的数据处理协议或保密协议。您理解，前述审核过程中可能涉及通过运用机器或者人工等多种形式对您提交、上传或者公开的信息内容进行审核处理，但我们将采取必要的脱敏措施，在保证信息安全的情况下，由这些内容审核技术提供商进行数据处理。

3.为及时处理您的投诉、建议以及其他诉求，我们可能会委托一家客户服务提供商处理您的相关个人信息，以便我们及时了解、处理和响应您的需求。我们会与客户服务提供商签署严格的数据处理协议或保密协议。您理解，前述解决客诉过程中可能会收集和使用您的账号信息、您的投诉、建议或提出其他诉求时的语音或文字记录等，必要时我们可能会通过您在平台上预留的手机号码或者其他通讯方式向您反馈客诉处理结果。

（二）共享

原则上，未征得您的单独同意，我们不会将您的个人信息共享给第三方。

当您使用本平台账号登录其他网站或者第三方平台（如开放原子开源基金会官网以及其他开源项目网站）时，经您单独同意，我们会将您的本平台账号信息（用户名、手机号码、电子邮箱地址、头像）提供给这些您授权使用的网站或平台。

为提供服务之必要，新运营主体可能会将个人信息共享给业务合作伙伴： 新运营主体可能会向其合作伙伴等第三方共享您的个人信息，以保障为您提供的服务顺利完成。但新运营主体仅会出于合法、正当、必要、特定、明确的目的并按照法律规定的程序共享您的信息，并且只会共享提供服务所必要的信息。 为了保障您的个人信息安全和隐私，新运营主体通过协议约定明确了其合作伙伴对您的个人信息的保护责任、义务和要求。新运营主体的合作伙伴可能有其独立的隐私政策和用户协议，建议您阅读并遵守第三方的用户协议及隐私政策。新运营主体的合作伙伴：为完成服务交付或售后服务，新运营主体可能会将您的个人信息共享给支持本平台前述功能的第三方合作伙伴，包括供货或提供基础设施技术服务、数据处理服务的第三方等。

此外，如因未来业务开展需要向其他任何第三方共享您的个人信息，我们会事先告知您接收方的名称或者姓名、联系方式、处理目的、处理方式和个人信息的种类，在取得您的单独同意后，我们才会向第三方共享您的个人信息。

（三）公开

原则上，未征得您的单独同意，我们不会将您的个人信息公开。

以下情形将被视为您授权我们公开您的个人信息： 您在编辑个人信息时，勾选了“在个人首页显示邮箱”。此时我们将公开您的电子邮箱地址。您可以在同一页面勾选“不显示邮箱”来撤回该授权。

（四）转让

原则上，未征得您的单独同意，我们不会将您的个人信息转让给其他第三方。

当我们因合并、分立、终止等经营战略调整或商业决策原因需要转移个人信息的，我们会告知您接收方的名称或者姓名和联系方式，并要求个人信息接收方按照本隐私政策继续履行相关义务。若接收方变更本隐私政策的处理目的、处理方式的，我们会要求其重新取得您的单独同意。

（五）事先征得授权同意的例外

根据相关法律法规或者出于维护公共利益等需要，我们在如下情形共享、提供、公开、转让个人信息时可以无需征得您的同意：

1.与我们履行法律法规规定的义务相关的； 2.与国家安全、国防安全直接相关的； 3.与公共安全、公共卫生、重大公共利益直接相关的； 4.与刑事侦查、起诉、审判和判决执行等直接相关的； 5.出于维护您或我们员工等其他个人的生命、财产等重大合法权益但又很难得到本人授权同意的； 6.个人信息主体自行向社会公众公开的个人信息； 7.从合法公开披露的信息中收集个人信息的，如合法的新闻报道、政府信息公开等渠道。

五、我们如何存储并保护您的个人信息

（一）个人信息的存储

我们将在中华人民共和国境内收集或产生的您的个人信息存储在中华人民共和国境内的服务器内。我们根据《中华人民共和国个人信息保护法》等有关法律法规的要求，将个人信息的存储期限限制在最小必要的范围内。

基于场景、内容及服务的不同，数据的存储期限可能会有所不同。 我们用于确定存储期限的标准包括：完成该业务目的（包括提供内容和服务，维护相应的交易及业务记录，管控并提升内容与服务性能与质量，保证系统、内容和服务的安全，应对可能的用户查询或投诉以及问题定位等）需要留存个人信息的时间；用户是否同意更长的存储期限；法律、合同等是否有保留数据的特殊要求等。就您注册、登录所使用的个人信息而言，为了保证本平台服务的持续性，我们将在您使用本平台服务期间长期留存您的该类个人信息。

（二）个人信息的保护

我们重视个人信息的安全。我们采用适当的物理、管理和技术保障措施来保护您的个人信息不被未经授权访问、披露、使用、修改、损坏或丢失。例如，我们会使用加密技术确保数据的保密性；我们会使用保护机制防止数据遭到恶意攻击；我们会部署访问控制机制，确保只有授权人员才可访问个人信息；以及我们会举办安全和隐私保护培训课程，加强员工对于保护个人信息重要性的认识。我们会尽力保护您的个人信息，但是请您了解，互联网并非百分之百安全。若发生个人信息安全事件，我们将按照法律法规的要求，及时向您告知以下事件相关情况：安全事件的基本事实和可能的影响、我们已采取或将要采取的处置措施、您可自主防范和降低风险的建议、对您的补救措施等。

您知悉：本平台提供的个人信息保护措施仅适用于本网站，一旦您离开本平台，浏览或使用其他网站、服务及内容资源，本平台即没有能力或法律义务保护您在本平台以外的网站提交的任何个人信息，无论您登录或浏览上述网站是否基于本平台的链接或引导。

六、儿童个人信息保护

本网站及其内容、服务仅面向已满十四周岁的自然人提供。

如果没有父母或监护人的同意，未满十四周岁的未成年人不得创建自己的用户账号。对于经父母同意而收集儿童个人信息的情况，我们只会在受到法律允许、父母或监护人明确同意或者保护儿童所必要的情况下使用或披露其个人信息。如果我们发现本平台在未事先获得可证实的父母同意的情况下收集了儿童的个人信息，则我们会尽快删除相关数据和个人信息。我们将根据《儿童个人信息网络保护规定》等相关法律法规的规定保护未满十四周岁儿童的个人信息。

七、个人信息的跨境提供

目前，本平台仅向中华人民共和国境内的自然人用户提供服务，并且不存在任何向境外的组织和个人提供个人信息的行为。当我们需要向境外提供个人信息时，我们将依据适用的相关法律法规规定，就个人信息种类、处理目的和方式进行告知并重新取得您的同意。

八、我们如何响应您个人信息权利请求

（一）个人信息的查询、更正及补充

您可以通过【个人中心-基本设置-基本信息】来查询、更正、补充您的个人信息。

（二）个人信息的删除

根据法律规定，当出现以下情形时，您有权要求我们删除您的个人信息：

1.处理目的已实现、无法实现或者为实现处理目的不再必要； 2.我们停止提供产品或者服务，或者保存期限已届满； 3.您撤回同意； 4.我们违反法律、行政法规或者违反约定处理您的个人信息； 5.法律、行政法规规定的其他情形。

您可以通过【个人中心-基本设置-基本信息】来删除您的个人信息。如您通过前述方式无法自主实现删除信息的，您也可以通过本隐私政策“十、联系我们”所示方式向我们提交个人信息删除请求。通常情况下，我们会在15个工作日之内进行处理。

（三）账号注销、撤回同意

如您不同意更新后的隐私政策，您有权在原运营主体运营的AtomGit平台上通过【个人中心-账号安全-注销账号】等途径注销账号，或立刻停止使用AtomGit的服务。

如隐私政策变更后您继续使用AtomGit服务，但后续又希望撤回您对更新后的隐私政策的同意，您亦有权在新运营主体运营的AtomGit平台上通过【个人中心-账号安全-注销账号】等途径注销账号，或立刻停止使用AtomGit的服务。

在您注销账号之前，请您特别注意，您选择注销账号即代表您撤回您对本隐私政策的同意，我们将会立即删除您的个人信息和您创建的组织和代码库（若有），这些操作都是不可逆的。即，这些个人信息和数据一旦删除将无法找回。您需审慎评估该后果可能对您造成的风险和损失，进行注销操作。

您可以通过删除信息、自主关闭功能等方式改变您授权我们继续收集个人信息的范围或撤回您的授权。您也可以通过注销账号的方式，整体撤回我们继续收集您个人信息的授权。

请您理解，每个业务功能需要一些基本的个人信息才能完成，当您撤回同意或授权后，我们无法继续为您提供撤回同意或授权所对应的服务，也不会再处理您相应的个人信息。但根据法律规定，您撤回同意或授权的决定，不影响我们此前基于您的授权而开展的个人信息处理。

（四）响应您的上述请求

为保障安全，您可能需要提供书面请求，或以其他方式证明您的身份。我们可能会先要求您验证自己的身份，然后再处理您的请求。我们将在15天内做出答复。

对于您合理的请求，我们原则上不收取费用，但对多次重复、超出合理限度的请求，我们将视情收取一定成本费用。对于那些无端重复、需要过多技术手段（例如，需要开发新系统或从根本上改变现行惯例）、给他人合法权益带来风险或者非常不切实际（例如，涉及备份磁带上存放的信息）的请求，我们可能会予以拒绝。

请您知悉，在以下情形中，按照法律法规要求，我们将无法响应您的请求：

1.与国家安全、国防安全直接相关的；

2.与公共安全、公共卫生、重大公共利益直接相关的；

3.与犯罪侦查、起诉、审判和判决执行等直接相关的；

4.有充分证据表明您存在主观恶意或滥用权利的；

5.响应您的请求将导致您或其他个人、组织的合法权益受到严重损害的；

6.涉及商业秘密的。

九、本隐私政策的更新

我们保留不时更新或修改本隐私政策的权利。如果我们的隐私政策变更，我们会将最新版隐私政策在本网站上发布，在未经特别声明的情况下，隐私政策发布即刻生效。 如果我们对隐私政策做出了重大变更，我们还可能会通过不同渠道向您发送变更通知，例如，在本网站上发布通知或者向您发布单独的通知。

除了法律法规的规定外，未经您明确同意，我们不会削减您按照本隐私政策所应享有的权利。

Dear User,

Welcome to the AtomGit platform!

The AtomGit platform (hereinafter referred to as "this platform") is a code hosting platform developed, operated, and managed by the OPENATOM FOUNDATION (hereinafter referred to as "we" or the "original operator") . The OPENATOM FOUNDATION is a non-profit independent legal entity registered with the Ministry of Civil Affairs, dedicated to the public welfare of the open source industry. To further enhance your user experience, this platform has undergone a major upgrade. The operating entity of AtomGit will be transferred from the OPENATOM FOUNDATION (Address: 2201, 22/F, Building 8, Yard 8, Kegu 1st Street, Beijing Economic-Technological Development Area, Beijing) to Beijing Innovation Open Source Technology Co., Ltd. (hereinafter referred to as the "New Operator", Address: A-1510, 12F, Building 1, No. 18 Zhongguancun East Road, Haidian District, Beijing). The change registration for this platform's ICP filing entity information was approved on October 17, 2025.

This platform will provide you with registration, login, code hosting, and open source collaborative services. To better let you understand how this platform handles (collects, stores, uses, processes, provides, transmits, discloses, deletes, etc.) and protects your Personal Information, as well as how to achieve your management of your Personal Information, we have formulated the "AtomGit Platform Privacy Policy" (hereinafter referred to as "this Privacy Policy") in accordance with the "Personal Information Protection Law of the People's Republic of China" and relevant laws, regulations, and national standards.

Before you officially register and use this platform, please be sure to read this Privacy Policy in detail. **The personal information collected and used by the original operator in relation to you (including but not limited to account information, identity details, contact information, contribution records, etc.) will be transferred to the new operator.
